QUEZON CITY — The Department of Budget and Management (DBM) has commended the Department of Labor and Employment (DOLE) and its attached agencies for the Fiscal Year 2024 Annual Agency Performance Review.

In a letter dated 14 May 2025, DBM Secretary Amenah F. Pangandaman informed DOLE Secretary Bienvenido E. Laguesma that “the DOLE and its attached agencies have accomplished and even surpassed the majority of their physical targets for the year.”

As the policy research and advocacy arm of DOLE, the Institute received a rating of 4.60 out of 5, or “Very Satisfactory,” based on DBM’s review and assessment of the agency’s operations covering the period of January to December 2024. The assessment covered financial and physical accomplishments, income performance, and the quality and timeliness of reports and data submissions.

Last April, the ILS also received an “Unmodified Opinion” from the Commission on Audit (COA) for its 2024 Annual Audit Report, marking the 13-year streak of such recognition since 2011.

The conduct of the Annual Agency Performance Review (APR) is mandated under DBM Circular Letter No. 2025-21 and Book VI of Executive Order No. 292 (Administrative Code of 1987), specifically under Chapter 2 (Section 9) on Budget Policy and Approach and Chapter 6 (Sections 55 and 56) on Budget Accountability.
